This has to be the dumbest line of argument out there against regional governance.
Philadelphia is PA’s only city-county government. But it also has underfunded pensions so HA! City-county government must be a bad idea because the regional government structure has failed to eradicate all problems from Philadelphia.
Let’s play the same game with stormwater management. Philadelphia has a progressive stormwater pricing strategy. But it also has underfunded public schools! Therefore, we have nothing to learn from their stormwater plan.
If you can find a few things wrong, clearly every single policy a city has must be wrong right?
