What all those businesses are looking for is a large enough customer base nearby to make money.

The more people you have living downtown, the more built-in customers these stores can count on, and the more you’re going to see the remaining empty storefronts getting leased by neighborhood-serving retailers alongside the more regional draws like restaurants.
